Chief Minister Arvind Kejriwal on Saturday inaugurated 22 PSA oxygen plants in 9 Delhi government hospitals.

“The oxygen plants have a total production capacity of 17.3 MT, and 17 more oxygen plants will be started by July”

New Delhi, June 12, 2021:

He thanked the industries and corporates for their support during this pandemic; all entities including doctors, nurses, paramedic staff, sanitation workers, etc played a huge role in fighting this war against Corona

Chief Minister Arvind Kejriwal said, “I want to welcome Health minister of Delhi Satyendar Jain, Roshni Nadar Malhotra, Chairperson of HCL Technologies, Vice President of DDC Jasmine Shah, MSes of all the hospitals, doctors, paramedic staff, and all officials.

This was the second wave for the whole of the country but it was the fourth wave of Corona for Delhi. The 2 crore people of Delhi fought this wave with discipline and hard work, due to which we have been able to control this wave. Our doctors, nurses, paramedic staff, sanitation workers, etc played a huge role in this. I know of many doctors who did not go back to their homes for days. I want to thank them on behalf of the people of Delhi.”

He said, “The fourth wave of Corona was very fatal. The peak of the first wave of Corona touched around 4500 cases. The second wave of Corona saw around 6000 cases at its peak. The third wave saw around 8500 cases daily. But the fourth wave witnessed around 28000 Corona cases every day. Apart from the increase in cases, the intensity of this wave was also very severe.

People were falling dangerously sick, and we lost so many loved ones during this wave. When we speak to people around us, we notice no home went untouched by Corona. But we fought this wave together. I want to thank the industries for their support during this pandemic, especially Roshni Nadar Ji, who agreed to provide 6000 cylinders at my single phone call. When I thanked her, she told me that she is a Delhiite and it is her responsibility to help people during this hour of the crisis. I want to thank several other corporations that helped us during the pandemic.”

“We are now at the risk of the third wave of Corona. And we are receiving indications that the UK has already started experiencing the third wave and the cases are rising rapidly, even though 45% of the people are already vaccinated. So, we also have to be fully prepared for the same. Your government is committed to preparing with full conviction,” added the CM.

CM Arvind Kejriwal said, “The fourth wave in Delhi saw a huge shortage of oxygen. Delhi is not an industrial state and so, it doesn’t have its own source of production of oxygen. Delhi relatively needs a lesser share of oxygen for its hospitals, which is obtained from other states. Although during Corona, the requirement of oxygen increased manifold.

Delhi needs 150-200 MT of medical oxygen for non-COVID purposes, apart from some amount of industrial oxygen. This requirement rose to 700 MT during the Corona crisis because every patient needed oxygen. We didn’t have the means of production or even tankers to procure oxygen from states like Haryana and Uttar Pradesh on the directions of the Central government. Now, we have to be fully prepared.

We cannot do away with our responsibilities of managing the third wave. Your government is working on a war-footing basis. The day before yesterday, I inaugurated oxygen storage tanks, because even if we procure oxygen from outside Delhi, we do not have the capacity to store the oxygen. We inaugurated three storage tanks of 57 MT each, along with oxygen tanks of 13.5 MT each.”

He said, “I am very happy to be inaugurating 22 oxygen plants with a combined capacity of 17 MT today. This is a huge development. I want to thank everyone who has supported us in this endeavor – PWD, HCL, Maruti, engineers, hospitals – for starting 22 PSA plants on such short notice. A total of 27 PSA plants have been started in Delhi. Apart from this, six plants have already been started by the Central government and seven plants are going to begin soon.

Corona can not be fought alone and I want to thank the Central government for supporting us from all ends. Another 17 plants will be installed by July. We are also procuring oxygen tankers to mitigate the impact of the third wave of Corona. I pray to God that the third wave does not emerge. Our vaccination program has been running successfully. The shortage of vaccines is still a problem, but our ‘Jahan Vote, Wahan Vaccination’ is a success. I want to congratulate all of you on this effort.”

Satyendar Jain said, “We are here to inaugurate the installation of 22 PSA plants by the Hon’ble CM Arvind Kejriwal. Out of these, 17 have been given to us by HCL, and the rest four by Maruti Udyog, and I would like to sincerely thank them for their support to the Delhi government.

HCL will be supplying five more plants, which will arrive soon. Similarly, five such plans have already been installed in hospitals like Sanjay Gandhi Memorial Hospital, Satyawadi Raja Harishchandra, Ambedkar Nagar hospital, Deen Dayal Upadhyay Hospital, and Burari Hospital. These plans have already been started in these five hospitals. The bifurcation of further 22 plants being installed today is as follows.”

He added, “Sanjay Gandhi Memorial Hospital-3 plants with a combined capacity of 1000 LPM Rajiv Gandhi Super Speciality Hospital- 3 plants with a combined capacity of 1500 LPM, Deep Chand Bandhu Hospital – 3 plants with a combined capacity of 1200 LPM, Babasaheb Ambedkar Hospital – 3 plants with a combined capacity of 1200 LPM, Guru Tegh Bahadur Hospital – 4 plants with a combined capacity of 2000 LPM, Nirankari Field Hospital – 1 plant with the capacity of 1000 LPM, Burari Hospital – one plant with a capacity of 400 LPM, ILBS Hospital – 2 plants with 1000 LPM each, Madan Mohan Malviya Hospital – 1 plant with capacity of 170 LPM.

All these hospitals have a capacity of 9500 LPM. This means, 1000 beds daily will be able to receive oxygen from within the hospital itself. The ones which we started before had a 2700 LPM which could cater to 275 beds daily. So all in all, 1300 patients can be given oxygen on a single day in the hospitals themselves. This will let us be independent. Apart from these 27 hospitals, many more such oxygen plants Will be soon installed, and are in the pipeline. I would like to personally thank all the healthcare staff, doctors, and nurses.

They fought the pandemic, especially the second wave and the havoc that it wreaked. The second wave was extremely dangerous, but thankfully, it is declining and has been substantially curbed. However, we will have to make all our preparations as an impending third wave might come. We are working on a war footing to equip ourselves for the third wave especially on the front of oxygen availability, which was a crisis that we faced in the second wave.”

Roshni Nadar Malhotra, Chairperson of HCL Technologies, said, “At HCL, we are committed to strengthening the various efforts being undertaken by the State Govt. of Delhi in the fight against the COVID-19 pandemic. HCL is contributing 21 ready-to-install Oxygen plants, imported from France, and 17 of these have already been installed across seven hospitals in Delhi.

The remaining four have also arrived and will be installed over the next few days. We are thankful to the Hon’ble CM for giving us the opportunity to extend our support and help the State be adequately prepared for a possible third wave of this highly contagious virus.”
