Delhi’s healthcare system to go world class, people will get eHealth Cards soon

The Kejriwal Government is all set to bring about a revolution in the healthcare infrastructure of Delhi and provide unique health cards to each and every citizen of Delhi very soon. The Delhi Cabinet under the leadership of CM Arvind Kejriwal has given its financial nod to the health card project. As part of the HIMS project, Health Cards will be assigned to each citizen, which will be a repository of medical information. Doctors will be able to see patient’s medical history using the card and the patients will be able to take appointments from home.

The health cards constitute a very crucial part of the Health Information Management System of the Delhi Government. In January 2018, the Delhi Cabinet had decided to bring the vision of giving Delhi a never seen before, world-class health management system into reality. Subsequently, by 2020, it was decided that health cards will be issued under the system to make it easy to access and understand.

The health cards will serve a unique purpose under the Delhi Government’s Health Information Management System. While HIMS has been envisaged to track and record the complete medical record of each individual and help provide continuous healthcare, Health Cards have been developed to supplement the efforts in this initiative by making the entire system more robust. The health card will act like a unique health identity for each individual through which everything from their medical history to appointment dates can be accessed.

The Delhi Government will be providing the health card to each and every citizen of Delhi for free.The Health Cards will have the complete demographic and key clinical details, along with other related information about the individual’s eligibility under various health schemes and programs of Delhi Government. The Health Cards would facilitate the identification of individuals as well as the schemes and programs under which the particular individual is eligible, so he / she may be provided best in class health care services in Delhi. It would also act as a foolproof backup in case the HIMS is accidentally non-accessible and hence, all the details may not be available in real time.

The Health Cards will facilitate easy identification of key clinical information, which may be vital for the treating doctor to provide personalised health care services. Also, any new diagnosis would be further included in the Health Card, ready to be accessed again as and when required. This continuously evolving digital record would help the individual get personalised healthcare anytime and every time from anywhere in Delhi.

Considering that the Health Cards digital platform will be integrated with HIMS, the unique identity will help maintain and update the Electronic Health records of each individual and HIMS will further feed updated clinical data into the Health Card.

The Health Card will be secured QR Codes or Cryptographs and similar technology to contain the encrypted information about the Unique ID, Demographic Details and Key Clinical details of individual citizens. Each individual citizen will be assigned a Unique Health ID as per guidelines defined under the National Digital Health Mission (NHDM).

Voter ID Card of NCT of Delhi shall be the only mandatory document for registration under Health Card for citizens who are 18 years and above, who would be issued Health Card for availing free health care services in any of the healthcare institutions of Delhi, which may be further extended to institutions outside Delhi as well.

All citizens between 1 to 18 years would be issued a Health Card linked to their parent’s Health Card. All newborn Children (up to 01 year of age) would be linked to their Mother’s Health Card. Initially all the citizens would be issued e-Health Cards with all required details and then PVC Cards would be issued along with a kit, which would be sent to his/her registered address. There will be provisions for citizen to request for re-issuing Health Cards and get the demographic details corrected if incorrect.

There will be support provided to continuously issue new Health Cards to additional citizens of Delhi as required, through a comprehensive digital platform hosted on Cloud hosting environment There will also be provisions for self-registration for Health Cards, through a Web or Mobile based interface of the digital platform. In addition, the issuance of Health Cards would also be facilitated at registration counters at all Delhi Government Health Institutions/Hospitals.

Health cards will be used to uniquely identify individual citizens, authenticate them and maintain their health records only with the informed consent of the patient across multiple systems and  stakeholders in the entire healthcare ecosystem.

The Delhi Government will be setting up a Centralised Support Center and counters at Delhi Health Facilities and Camps to facilitate the service

A centralised help desk will provide the citizens with the required support like Rectification, Issuance of new Health Cards, Issuance of duplicate/updated Health Card etc. Counters will also be established at all Delhi Govt. Hospitals and all Delhi Government polyclinics and Dispensaries. Camps will also be set up with live counters at Ward level.

The citizens of Delhi along with their family members would be able to Pre-register themselves for issuance of a temporary e-Health Card.  The citizens shall be issued a temporary e-Health Card for duration of 01 year after Pre-registration and the same shall be converted to permanent card once the citizen details have been validated through surveys and all the required data is updated subsequently.
